Board of Directors
The Board of Directors is the highest decision-making body of the Foundation. Thirteen Directors are appointed by the President of the Judicial Yuan to serve a term of 3 years, and receive no remuneration. Directors include two representatives from the Judicial Yuan, one representative from the Ministry of Justice, the Ministry of Interior and the Ministry of National Defense respectively, four attorneys recommended by the national Bar Association and local Bar Associations as persons who actively participate in legal aid work; two academics or experts having specialist knowledge in law or in related disciplines; one representative of disadvantaged groups and the representative of the aboriginal groups. Official representatives comprise less than half of the Board members.

The Foundation also employs five Supervisors, who serve a term of 3 years and receive no remuneration. They are appointed by the President of the Judicial Yuan, and include one representative from the Executive Yuan and Judicial Yuan respectively; one attorney based on the recommendations of the national and local Bar Associations; one person having specialist knowledge in accounting or in related disciplines and one impartial public figure. Fewer than half of the members of the Board of Supervisors are official representatives.

19 Branch Offices
With its official launch on July 1, 2004, the Foundation simultaneously established its branches in five areas, namely Taipei, Taichung, Tainan, Kaohsiung and Hualien.On January 10, 2005, its Taoyuan, Hsinchu, Changhua, Yilan, and Taitung branches were founded whereas Keelung, Miaoli, Nantou, Yunlin, Chiayi, Pingtung, Kinmen, Matsu, and Penghu branches were added on June 30.Within one year, the Foundation had accomplished its goal of one branch per city/county.The director and executive secretary of each branch are all taken by the lawyers with compassion and dedication to taking care of underprivileged members.

Specialist Committees
To meet its business requirements, the Foundation has established specialist committees under the Board of Directors. Commissioners of specialist committees receive no remuneration. As of January 20, 2005, there were 32 commissioners chosen from among representatives of social welfare groups and academics and experts having specialist knowledge in law.
Reviewing Committee
The Review Committee of the Foundation reviews decisions of the Examining Committees of the branch offices. Commissioners of the Review Committee serve a term of three years and receive no remuneration. As of February 21, 2005, there were 118 commissioners chosen from among senior judges, public prosecutors, judge advocates, attorneys or other experts and academics having specialist knowledge in law.
Examining Committee
Each Branch Office establishes an Examining Committee where Commissioners serve a term of 3 years and receive no remuneration. The Examining Committee is responsible for resolving the following issues:
- the granting, refusal, cancellation and termination of an application for legal aid;
- the payment (including pre-payment), reduction or cancellation of legal fees and necessary expenses;
- the determination of the amount of legal fees and necessary expenses that the applicant should share or be responsible for;
- the mediation of any disputes between recipients of legal aid and their providers and the terms of reconciliation; and
- other miscellaneous matters.
As of June 30, 2005, there were 996 Commissioners nominated by Branch Office Directors, chosen from among judges, public prosecutors, judge advocates, attorneys,or academics and experts having specialist knowledge in law, and appointed by the Foundation.
Legal Aid Service Providers
The Foundation assigns applications to attorneys who provide legal aid services. As of June 30, 2005, there were 1919 legal aid service providers. (See The Legal Aid Act, Chapter 3 Legal Aid Services Providers and Their Fees)
Trainee Attorneys
As of June 30, 2005, there were about 199 trainee attorneys working as Examining Commissioners’ recording staff. While Examining Commissioners interview applicants, trainee attorneys record information relevant to the application, allowing the Examining Committee to make decisions on the basis of these records. The participation of trainee attorneys means that after they have obtained their formal qualifications, they can become legal aid service providers or Examining Commissioners of the Foundation, and may also promote the philosophy of the Foundation.
Volunteers
As of June 30, 2005, there were about 387 volunteers assisting the Foundation and its Branch Offices in promoting various legal aid activities.

Also, volunteer university students in social psychology and related public administration courses can gain work experience at the Foundation and be given recognition for their efforts. |
