Education and work experience
【1974–1975】Studied Russian in the Hanoi Foreign Language Institute.
【1975–1981】Studied and awarded LLB from the Law Faculty of the Kisinhep University (Mondavia), former Soviet Union.
【1981–1994】Worked for the Department of Administrative and Criminal Law, Ministry of Justice; in charged of a large number of legal documents: draft Criminal Procedure Code; draft Ordinance on Care of Children; draft Law on Secondary Education; Law on Election, draft Law on Family and Marriage.
Written reports and articles on specific subjects after the following events:

  • 9 days in Sweden for study tour and seminar on legislature;
  • India for 5 days for HIV/AIDS Conference on: the role of government on prevention and taking care of HIV infected people;
  • 5 days in Cambodia for Asian Seminar on Drugs Control - Head of delegation for draft joint documents and exchanging draft Law on Drug Control;

【1994–1996】Worked as Vice Director of the Department of Advocacy and Legal Consultancy, Ministry of Justice (MoJ), in charged of legal consultancy and foreign law branches management;

  • 3-month in Australia for legal training and human rights course in the Sydney University.
  • 3 months in England for law practicing and English studying in a law firm.
  • 15 days in China for attending the Women’s Conference.
  • 7 days in each of the following trips to Cambodia, Thailand, China and Australia for exchanging and studying different legal aid models.
【1997–until now】Working as General Director of the National Legal Aid Agency, MoJ; Guided the establishment and management of the 63 legal aid centers in the whole country. 
  • Awarded Doctor of Law Degree from the Hanoi Law University on regulation of legal aid.
  • Two trips (5 days and 7 days respectively) to the Philippines to study legal aid and shelter for victims of domestic abuses and land reforms.
  • Attended a 20-day training course on human rights in Denmark.
  • Attended a 20-day training course on gender issues in the Netherlands.
  • 10 months in Harvard University US on fellowship program on the topic of nonprofit organization formulation and expansion of the role of society in providing legal aid.
  • Delivered articles and speeches in international legal aid workshops in Japan, Canada, Cambodia, Taiwan, Denmark and Ukraine on the role of government in providing legal aid; expansion of participation of NGOs in legal aid; legal aid and human rights; legal aid and poverty reductions; legal aid for children; legal aid for women; legal aid for ethnic minority; legal aid and mediation connection; legal aid clubs at grassroots level.
  • Participated in many evaluation trips on legal aid and law implementation on democracy at grassroots; on resolving complaints from people.
  • Directly resolved more than 1100 legal aid cases from individual eligible legal aid clients.
  • Wrote a total of 27 articles on legal issues published by Law magazines of MOJ, Social Science Law Magazine, drug control book, comparative rules between International Convention on Human rights and VN laws.
  • Membership of the International Group on Drug Control for almost 9 years and now a member of the national group on poverty reduction, HIV prevention and gender equality.
  • Worked on many kinds of legal leaflets for free distributing to people and on professional manuals for legal aid providers.
